Since September 15, 2024, Russian citizens can enter China visa-free for up to 30 days. The admission decision is made by the immigration officer. Entry may be refused if your passport has many Turkey stamps, visits to countries China views as unfriendly, or you visit China too frequently.
With an APEC card these risks disappear. The card replaces a business visa, you clear immigration through a separate fast lane. Stay up to 60 days per entry, unlimited entries.
The same applies to other popular destinations. Hong Kong, Singapore, Taiwan - up to 60 days. New Zealand, South Korea - up to 90 days.

Who can get an APEC card
The card is issued to business travelers who meet three conditions.
Russian citizenship
Among CIS countries, only Russia is an APEC member. The card is available exclusively to citizens of the Russian Federation.
Senior role or sole proprietor
Employees of Russian companies in senior positions, confirmed by a letter from the employer. Or registered individual entrepreneurs (IP).
No criminal record
At the time of review you must have no outstanding convictions or registered violations in APEC member countries.

The standard APEC card is issued in about 6 months. The temporary card with main countries can be ready sooner.
Real issuance times
Many sites quote 3 months. That used to be the case. Now within 3 months you only get the temporary card with a limited list of countries. All other countries approve within roughly six months.
The temporary card is later replaced with a permanent one covering all approved countries.
The card is valid for 5 years from the issue date. The sooner you start, the longer you get to use it.
